Draft Telegram to Viscount Grey No. 2989.
Messrs. Hand Kiaer and Co., shipowners of Drammen have two steamers now under construction at Hong Kong by the Hong Kong and Whampoo Dry-docks Co., under contract dated June 1915.
These vessels which are of tween deck type with side lights will carry 3000 tons on 18 feet, are partly constructed. Their machinery, boilers, etc., are well advanced but 4500 steel plates delayed in England are stopping completion.
Owners inform me they are willing in return for permission
to get these plates to time charter both vessels either to H.M.G. or approved firms for the period of the war or any reasonable period.
The London agents of the builders are Messrs. Dodwell and Co. Limited, 24.St. Mary Axe.
May I be informed by telegraph whether there is any possi- bility of such an arrangement being come to, when owners' agents will receive the necessary instructions.
Messrs. Bruusgaard, Kjosterud and 0 of Drammen have also two vessels building at the same place and in the samė
predicament but they have not yet approached me.
